แปลงวันที่ไทยให้เป็นวันที่ของ php

แปลงวันที่ภาษาไทยให้เป็นวันที่ php ครับ แต่ function นี้มีข้อจำกัดคือไม่สามารถใช้กับ host windows ได้ครับเพราะเรียกใช้ strptime ซึ่งไม่มีใน host windows
